Bilingual Certification

Bilingual certification at Conseil des écoles catholiques du Centre-Est

For 14 years, students pursue an elementary- and secondary-school education in French. Starting in Grade 4, students also take the same English courses as those that are offered in English-language schools. That’s why, at the CECCE, we call it “cours d’English”.

When it comes to bilingual certification, the CECCE is now using a standardized, internationally recognized test to assess the English language skills of its Grade 12 students. This test is the Test of English for International Communication, or TOEIC for short.

The Listening and Reading test is administered twice a year, i.e. in the spring and fall. Every session, a two-week period is scheduled during which teachers must set aside two hours for their students to take the test, which is administered by an external person certified by ETS. 

The CECCE is the first French-language school board in Canada outside Quebec to offer a bilingual certification with the TOEIC.

What is the TOEIC?

TOEIC stands for Test of English for International Communication, a tool used to assess language skills. The tool was created by Educational Testing Service (ETS), an international company specialized in standardized evaluations, which updates it regularly. This test is recognized and used by over 14,000 companies in 150 countries, and over 7 million people worldwide take the test per year.

This tool evaluates candidates’ core English-language skills and involves scenario-based simulations inspired by real-life situations.

 

In a few words, what does the TOEIC Listening and Reading test consist of?

This test lasts two hours and is divided into two parts, with 45 minutes for the oral comprehension test and 75 minutes for the written comprehension test. What are the advantages for students who get assessed with the TOEIC Listening and Reading?

For the students, including their TOEIC score on their résumé, along with a brief description of the certification, may exempt them from having to undergo another English language assessment.

Moreover, the score confirms for the employer that the student has the full competency needed to fill a position that requires the use of English. Students can prove, before they even sit down to the interview, that they have the language abilities they need to do their job, in both of Canada’s official languages.

 

What about French-language skills?

In Ontario, all Grade 10 students must take the Test provincial de compétence linguistique (TPCL). In 2013, 92% of the CECCE’s students who took the test successfully passed it. The CECCE even had the best performance on the TPCL among Ontario’s 12 French-language school boards. These results indicate the effectiveness of the strategies that CECCE’s staff has put into place to guarantee that by the end of their secondary studies, students have mastered the French language.
